Arguments against military service

Not slogans but evidence: what politicians say about conscription, armament and war – with source, date and our assessment. So you do not have to guess in a discussion.

Why this page?

The letter generator solves an urgent problem: you have mail from the Bundeswehr and need an answer. This page solves the second problem. If you have to explain why you do not want to serve, you need arguments – not gut feelings.

So we collect what can be verified: legal situation, figures, quotes from those responsible with source and date. Every entry is marked as a quote, a paraphrase or a fact – so you know what you can rely on.

Compulsion instead of voluntariness

The path to the Bundeswehr is already mandatory.

Fact 01.01.2026

The medical examination is already mandatory — not just from 2027

All men liable for military service born in 2008 or later have been subject to mandatory medical examination since 1 January 2026. Anyone who fails to follow the summons without good reason commits an administrative offence: fines, a repeated summons and, in repeated cases, police escort are possible.

Military Service Act (WPflG) · Legal situation since 1 January 2026
Context

Nationwide examination of complete cohorts is planned for 1 July 2027, with 24 examination centres designated since May 2026. The obligation to appear already exists today.

Our assessment · opinion

"Voluntary" applies only to the service itself — not to the path towards it. The compulsion starts much earlier: with the questionnaire, the summons, the appearance.

Fact 08.05.2026

Up to 250 euros fine for an unanswered questionnaire

Men who do not answer the questionnaire within four weeks face a fine of up to 250 euros. After two reminders, administrative offence proceedings can be initiated.

Federal Ministry of Defence · Fine ceiling, confirmed May 2026
Context

According to the ministry, 72 per cent of men answered initially, rising to around 90 per cent after reminders. A media report claimed one in four questionnaires remained unanswered — the figures contradict each other.

Our assessment · opinion

A questionnaire that is punished is not an offer. It is a registration. You still decide what to write in it — and you can declare conscientious objection at the same time.

Fact 09.04.2026

Men up to 45 need permission for long stays abroad

Since 1 January 2026, men from the age of 17 until the end of the year in which they turn 45 must obtain permission from the responsible Bundeswehr career centre if they want to leave Germany for more than three months. On 9 April 2026 the Ministry of Defence issued a general exemption.

Section 3(2) Military Service Act · Reintroduced on 1 January 2026
Context

A comparable rule existed from April 1965 to June 2011. The general exemption of April 2026 does not repeal the norm — it declares it inapplicable across the board.

Our assessment · opinion

Within months an exit permit requirement for men was introduced and suspended again. The legal situation for young men can change quickly — which is why clarifying your own status early and formally matters.

Quote 23.05.1949

Objection is a fundamental right — not a request for mercy

„No one may be forced against his conscience to do military service involving the use of weapons.“
Article 4(3) of the German Basic Law · Constitutional law, since 1949
Context

Freedom of conscience is absolutely protected and cannot be restricted by ordinary legislation. A recognised objection exempts you from armed service — and can also exempt you from the examination.

Our assessment · opinion

The state can reintroduce conscription. It cannot abolish objection. That is exactly why a timely, formal application is so effective.

Armament before everything else

One in five euros of the 2027 federal budget goes to the Bundeswehr.

Fact 09.09.2026

140 billion euros for the Bundeswehr — one in five euros of the federal budget

The 2027 federal budget earmarks 109.7 billion euros for defence in the core budget — 27 billion more than the previous year, an increase of almost 33 per cent. Together with around 30 billion euros from the expiring special fund, a total of 140 billion euros is available for the Bundeswehr.

Federal Budget 2027 · Budget week in the Bundestag, September 2026
Context

The government has committed to raising defence spending to 3.5 per cent of GDP by 2029. Almost 119 billion euros of new borrowing is planned within the core budget; other ministries must cut spending.

Our assessment · opinion

The question is not whether security costs money, but who pays the bill. Those turning 18 in 2027 pay twice: with money missing elsewhere, and if it comes to it, with time in service.

Quote 30.10.2023

"We must become capable of waging war."

„We must become fit for war.“
Boris Pistorius · Federal Minister of Defence (SPD)
Context

On 5 June 2024 Pistorius added in parliament: "We must be fit for war by 2029." He has repeatedly made clear he means not only the Bundeswehr but "our society".

Our assessment · opinion

Anyone who wants to make a society "fit for war" includes those who are not yet 18. The questionnaire at 18 is the first station of that preparation.

Quote 09.09.2026

"140 billion euros — that is a very, very large sum of money."

„140 billion euros — that is a very, very large sum of money.“
Boris Pistorius · Federal Minister of Defence (SPD)
Context

In the debate Pistorius added that Germany must place "many, many orders in a short time because we have huge gaps to close".

Our assessment · opinion

The minister himself calls the sum extraordinary. If the gaps are that large, asking about proportionality is fair — including for those who are meant to serve.

Fact 14.09.2026

The force grows more slowly than planned — but compulsion is already in the law

As of 31 August 2026, around 186,400 active soldiers were serving. The target remains up to 270,000 by 2035. In the second quarter of 2026, 169,141 letters were sent and 86,560 declarations of readiness were submitted — only 22,726 of them by men for voluntary service of six to eleven months.

Bundeswehr / Deutscher Bundestag (hib 706/2026) · Personnel figures as of 31 August 2026
Context

The law sets a corridor of growth figures until 2035. If the numbers are not reached, the Bundestag can decide on needs-based conscription with a lottery or compulsory service.

Our assessment · opinion

The gap between target and reality is the lever for compulsory service. Whether it comes to that is not a question of voluntariness but of arithmetic.

Fact 14.09.2026

More objections than at any time since 2011

In the first half of 2026, 5,862 applications for conscientious objection were received. In the whole of 2025 there were 3,879. From April to the end of June 2026 the figure was 5,984, of which 5,571 came from people who had not served.

BAFzA / Deutscher Bundestag (hib 706/2026) · Applications for conscientious objection
Context

Part of the rise is explained by a change in the law: since 1 January 2026, applications from people who have not served can be forwarded without prior examination (section 13 KDVG). For comparison: 156,248 applications were filed in 2008 before suspension, and only 4,348 in 2011.

Our assessment · opinion

We state the figure honestly, including its cause — a rise alone proves nothing. What matters is something else: objection is not a fringe phenomenon but was the normal case for hundreds of thousands in German history.

War and international law

Germany is facing the International Court of Justice.

Fact 08.09.2026

Germany is facing the International Court of Justice

Nicaragua is suing Germany before the International Court of Justice. The accusation: Germany supports Israel politically, financially and militarily and thereby violates the Genocide Convention. In September 2026 the court held four days of hearings — initially only on admissibility and jurisdiction.

International Court of Justice, The Hague · Case Nicaragua v. Germany
Context

No decision on the merits has been taken. The substantive question concerns German arms export policy in relation to the Genocide Convention.

Our assessment · opinion

Whether the case succeeds is for judges to decide, not for us. The fact is: German armament policy is now the subject of proceedings before the highest UN court.

Quote 09.07.2025

Merz sees no violation of international law — the Bundestag research service does

„I have no doubt today about the legitimacy and also the legality under international law of what Israel has done.“
Friedrich Merz · Federal Chancellor (CDU)
Context

A report by the Bundestag research service had raised "considerable doubts" about the lawfulness of Israeli and US attacks on Iran. The "overwhelming majority of international law scholars" did not consider the conditions for self-defence under Article 51 of the UN Charter to be met.

Our assessment · opinion

We are not saying who is right — we are showing that there is a dispute. When the Chancellor has "no doubt" and the Bundestag's legal service has "considerable doubts", the question is open.

Quote 27.04.2026

"The Americans obviously have no strategy."

„The Americans obviously have no strategy. And the problem with such conflicts is always: you don't just have to get in, you also have to get out again.“
Friedrich Merz · Federal Chancellor (CDU), school discussion in Marsberg
Context

Merz called the USA a "humiliated nation" in this context. US President Donald Trump responded by calling Merz "ineffective" and announcing the withdrawal of 5,000 US soldiers from Germany plus tariff threats.

Our assessment · opinion

The Chancellor himself describes the core problem: a war without an exit strategy. That is exactly the risk young people would carry.

Fact 17.09.2026

War against Iran since February 2026

Since 28 February 2026, Israel and the USA have been attacking Iran. The German government is conspicuously reticent in its public assessment. According to an FAZ report, UN investigators are examining allegations of possible US war crimes.

Reporting on the 2026 Iran war · Individual reports, no final legal assessment
Context

Under the Operations Plan Germany (OPLAN DEU), Germany has been prepared as a hub for NATO deployments. No ruling on individual allegations exists so far.

Our assessment · opinion

We do not allege war crimes here — we note that they are being examined. What remains: Germany would be logistically involved in such a conflict, whether anyone wants it or not.

Armament as domestic policy

Military means are to take over police tasks.

Paraphrase 11.09.2026

Arms as a "tool" for deportations

The AfD does not reject arms production in principle: it can matter for internal security, stability and national defence. One does not demonise production wholesale because "tools" will be needed for later "remigration and deportation offensives".
Ulrich Siegmund · AfD lead candidate in Saxony-Anhalt, press conference
Context

The background is the planned site of the Israeli defence company Elbit Systems in Sangerhausen on around 130 hectares. After criticism Siegmund specified that arms also include vehicles and protective equipment that the Bundeswehr, police and security authorities depend on.

Our assessment · opinion

Military equipment is openly linked to police tasks here. Anyone answering a Bundeswehr questionnaire today should know what these structures are intended for later.

Quote 11.09.2026

"… talks about violence as a means of politics."

„Anyone who, in the context of the announced mass deportation of people from Saxony-Anhalt, brings up armaments of all things, is talking about violence as a means of politics.“
Katja Pähle · Leader of the SPD parliamentary group in Saxony-Anhalt
Context

Pähle added that this was not a misunderstanding but a political threat. Criticism also came from the BSW.

Our assessment · opinion

The clearest criticism of this statement comes not from pacifists but from within politics itself. The boundary between military and domestic policy is not only questioned by arms opponents.

Quote 11.09.2026

"Deportations are not a military task."

„Deportations are not a military task.“
Claudia Wittig · Deputy BSW parliamentary group leader
Context

The sentence falls in the debate about the armaments site in Saxony-Anhalt and marks the dividing line between military and police tasks. The same boundary is contested in constitutional law.

Our assessment · opinion

Anyone blurring this line also shifts the role of those who will later serve in these structures.

Fact 10.08.2026

The Bundeswehr is to be deployed domestically

Schleswig-Holstein's state premier Daniel Günther (CDU) demanded the deployment of Bundeswehr soldiers at German airports for drone defence. In parallel, legal scholars are debating the limits of domestic Bundeswehr deployments after the reform of the Aviation Security Act.

State politics / constitutional law · Debate on domestic deployments
Context

The Basic Law ties domestic deployment of the armed forces to narrow conditions, which are being renegotiated after the reform of the Aviation Security Act. At the same time, the Operations Plan Germany structures cooperation between civilian and military bodies in a crisis.

Our assessment · opinion

When the military increasingly takes on tasks that belong to the police, the relationship between state and citizen shifts.

How we work

  • Every entry has a linked source and a date. Quotes are rendered verbatim; paraphrases are explicitly marked as such.
  • We state figures with their context – even when that context works against our argument. For example: the rise in objection numbers is also due to a change in the law, not only to political protest.
  • Assessments are our opinion, not the content of the source. They are marked as such in a separate field.
  • We review the sources weekly and add new statements as soon as they can be verified.

This page is an expression of opinion within the meaning of Article 5 of the German Basic Law and is not legal advice. Quotes reflect the view of the person quoted, not ours. We make no factual assertions about criminal offences by third parties; criminal allegations are reproduced exclusively as pending proceedings or as a quote with a source. For your own case we recommend advice from a lawyer specialising in military law.
